Car Modifications – BASICS. Modifications to cars, utes, 4 X 4s and other vehicles with a GMV less than 4.5t can generally be classified in 4 ways:
[1] Minor modifications
Many minor modifications can be carried out without needing a MOD plate or written approval.
Minor modifications involve the installation of an accessory such as a long range aerial, tow bars, roof racks, bull bars, driving lights etc. and, provided the vehicle continues to meet the vehicle standards, they do not require specific approval.

[2] Basic modifications
Basic modifications are changes to a vehicle that are more significant than a minor modification, but not significant enough to require formal approval from an Approved Person or the Department of Transport and Main Roads.
For example, some engine upgrades or turbocharger installations may not require a modification approval.
The technical requirements for basic modifications are provided in the National Code of Practice (NCOP). Any person performing a basic modification must ensure they meet all the requirements listed in the NCOP, and any applicable requirements of the Australian Design Rules(ADRs) and the vehicle standards.
[3] Modifications under a Code of Practice
Complex modifications such as engine upgrades, gearbox and rear axle changes, vehicle body & seating modifications and steering and brake replacements are significant modifications to a vehicle and can seriously affect the safety of a vehicle if not performed properly.
These complex modifications must be certified by an Approved Person. Providing that the modifications have been performed in accordance with the National Code of Practice for Light Vehicle Construction and Modification* (the NCOP), a Certificate of Modification will be issued and a Modification Plate fixed to the vehicle
[4] Specific modifications
Some owners require approval for vehicle modifications which may be outside the scope of the approved codes of practice and approval by an Approved Person.
These modifications must be approved by the Department of Transport and Main Roads;
The Motor Vehicle Modification Application form (F1854) must be used when applying to for a specific modification. A fee is payable for the evaluation of plans. Gaining approval before commencing any specific modifications is strongly recommended.
